Shannel is a licensed Professional Engineer with over 9 years of progressive civil engineering experience in the Dallas–Fort Worth area. She has served as designer and project manager on a wide range of municipal paving and utility projects, commercial land developments, residential subdivisions, and park improvements. Her expertise spans pipeline design, paving, stormwater management, cost estimating, and technical specifications and SWPPP for public agency clients including the City of Dallas Public Works and DWU, City of Fort Worth.

Our Senior Water Resources Engineer brings over 22 years of civil engineering experience with deep specialization in hydrology and hydraulic (H&H) modeling, flood studies, drainage design, and stormwater infrastructure. He holds the Board-Certified Water Resources Engineer (BC.WRE) designation — the highest post-licensure credential in the water resources field — along with PE licenses in Texas and Arkansas, and Certified Floodplain Manager (CFM) status. His technical toolkit includes HEC-HMS, HEC-RAS (1D and 2D), FLOW-3D, PCSWMM, XPSWMM, ArcGIS, Civil 3D, and OpenRoads Designer.
